The plan: Crystal River-3’s license termination plan was submitted to the NRC in December 2022 by decommissioning company ADP CR3, a subsidiary of Accelerated Decommissioning Partners. The plan addresses the remaining dismantlement activities, including planned demolition of building structures and removal of equipment, and remediation of the remaining residual radioactivity to a level that complies with NRC criteria.
Under NRC regulations, the plan must be submitted to the agency at least two years prior to the planned license termination. NRC staff accepted CR3’s plan and subsequent supplement for a detailed technical review in July 2023.
Background: Crystal River-3 was a single-unit pressurized water reactor that came on line in December 1976 and was permanently retired in February 2013.
In April 2020, the NRC approved the transfer of the licenses for the plant and spent fuel facility from Duke Energy to ADP CR3 for the purposes of decommissioning the facility. ADP is a joint venture of NorthStar Group Services and Orano.
Duke Energy retains ownership of the plant, as well as control of the decommissioning trust fund for the site. ADP CR3, as the temporary license holder, is responsible for ensuring the decommissioning work complies with all federal and state regulations.
Submitting comments: Written comments on the license termination plan may be submitted through the federal rulemaking website, with a search for Docket ID NRC-2023-0174. The deadline for filing comments is March 7, 2024.
