The Department of Energy’s Office of Environmental Management has issued a final request for proposals for an infrastructure support services (ISS) contract at the department’s Paducah Site in Kentucky, which is the former home of the Paducah gaseous diffusion uranium enrichment plant. DOE-EM has conducted extensive cleanup and environmental remediation activities at the site since the late 1980s.
DOE-EM is soliciting proposals that will result in a single award of a performance-based hybrid contract that includes cost-plus-award-fee, cost reimbursement, firm-fixed-price, and indefinite-delivery indefinite-quantity type contract line-item numbers. The deadline for proposals is September 30.
The scope: The Paducah ISS procurement is being conducted as a total small business set-aside competition. The North American Industry Classification System code for this requirement is 561210, facilities support services, and the small business size standard is $47 million.
The winning contractor will provide services at the Paducah Site including but not limited to the following:
- Surveillance, maintenance, repair, and construction/replacement of facilities.
- Custodial services.
- Grounds maintenance, snow removal, pest control, and roadway parking and lot maintenance.
- Fleet management.
- Real property management.
- Records management and document control.
- Safeguards and security.
- Environment safety, health, and quality program.
- Engineering.
- Training services.
- Mail services.
- Waste management, pollution prevention, and other activities and support to the DOE.
