On the sidelines of the first European Political Community (EPC) summit in Prague last week, U.K. prime minister Liz Truss and French president Emmanuel Macron met to discuss bilateral cooperation, with a particular focus on the energy sector. (Macron proposed the creation of the EPC earlier this year, following Russia’s invasion of Ukraine. Representatives of 44 European countries participated, as did the presidents of the European Council and European Commission. Conspicuously uninvited were Russia and Belarus.)

Teollisuuden Voima Oyj (TVO), owner and operator of the Olkiluoto nuclear power plant in Finland, has resumed Olkiluoto-3’s test production phase, following completion of maintenance and repair work at the new reactor’s turbine island, the company announced this week.

TVO had announced in June a delay to the unit’s commercial start of some three months—from September to December—after material that had detached from the steam guide plates was found in the turbine’s steam reheater in May, necessitating repair work and a halt to testing.

Russian forces invaded Ukraine today in what news sources are calling the largest military attack of one state against another on the European continent since World War II. These developing events follow an extraordinary meeting of the NATO-Ukraine Commission in Brussels on February 22, when NATO secretary general Jens Stoltenberg said that Russia’s recent actions constituted “serious escalation” of tensions in the region and that Russia had shifted from covert attempts to destabilize Ukraine to overt military action. Well before this juncture was reached, news outlets had questioned the readiness of Ukraine’s nuclear power fleet to operate safely in a country at war and ensure energy security, while Energoatom, which operates all of Ukraine’s nuclear power reactors, has issued assurances of safety and security.

Belarus on November 3 became the latest nation to begin generating electricity with nuclear energy when Unit 1 of the Belarusian nuclear plant was connected to the country’s power grid.

The Belarusian construction project, located in the Grodno region of Belarus, features twin 1,109-MWe pressurized water reactors, supplied by Rosatom, Russia’s state-owned nuclear energy corporation. The units are VVER-1200 Generation III+ designs, model AES 2006. Just last week, a VVER-1200 was connected to the Russian grid at the Leningrad plant.

The start-up program for Unit 1 began on August 7, when the first fuel assembly with fresh nuclear fuel was loaded into the reactor, according to a Rosatom press release. The reactor achieved first criticality on October 11.

Once fully completed, the plant is expected to supply approximately 18 billion kWh of low-carbon electricity to the Belarus national grid every year, Rosatom said.

Fuel loading has commenced at Unit 1 of the Belarusian nuclear power plant, according to Rosatom, Russia’s state-owned nuclear energy corporation. The first fuel assembly was loaded into the unit at 11:45 a.m. (local time) on August 7, the company said, adding that a total of 163 assemblies will have been loaded by month’s end.

The plant, Belarus’s only nuclear power facility, houses two 1,109-MWe VVER-1200 pressurized water reactors. Unit 1 is scheduled to begin commercial operation later this year, with a Unit 2 startup slated for 2021.
