ANS urges Biden to quickly fill NRC vacancies

In a July 1 letter to President Biden, ANS President Steven Nesbit and ANS Executive Director/CEO Craig Piercy stated that a full complement of five commissioners is essential to the effectiveness of the Nuclear Regulatory Commission in protecting public health and safety while enabling the deployment and applications of nuclear technology.

Washington and Seoul to cooperate on overseas projects, nonproliferation

The United States and South Korea have agreed to “develop cooperation in overseas nuclear markets, including joint participation in nuclear power plant projects, while ensuring the highest standards of international nuclear safety, security, and nonproliferation are maintained,” according to a statement from the White House on last week’s Washington meeting between President Joe Biden and South Korean President Moon Jae-in.

As part of that agreement, South Korea will adopt a common policy with the United States requiring recipient countries to have a safeguards agreement “Additional Protocol” in place as a condition of doing nuclear-related business. (The Additional Protocol is an expanded set of requirements for information and access to assist the International Atomic Energy Agency in its work to confirm that states are using nuclear material solely for peaceful purposes.)

Federal subsidies for nuclear plants?

The Biden administration has indicated to lawmakers that it supports federal subsidies for struggling nuclear power plants, Reuters reported this morning, citing sources familiar with the discussions.

The subsidies would be in the form of production tax credits, according to the report, and would likely become part of the president’s $2.3 trillion infrastructure plan.

The New York Times has reported on a set of massive spending proposals under President Biden’s “Build Back Better” agenda that is adding up to $3 trillion aimed at boosting the economy and combating climate change. The proposals are expected to be presented to Congress in three parts instead of as one massive bill. Details still need to be worked out and the proposals remains in flux, according to the Times.

Energy Secretary nominee Granholm comments on Yucca Mountain

Jennifer Granholm, President Joe Biden’s nominee for energy secretary, told a Congressional panel that the administration disapproves of Yucca Mountain as the country’s nuclear waste repository, preferring a consent-based strategy as proposed by President Barack Obama’s Blue Ribbon Commission on America’s Nuclear Future.

“The administration opposes the use of Yucca Mountain for the storage of nuclear waste,” Granholm told Sen. Catherine Cortez Masto (D., Nev.), during a confirmation hearing before the Senate Energy and Natural Resources Committee on January 27.

Granholm, a Democrat, served two terms as Michigan governor from 2003 to 2011. According to reports, Granholm was twice considered a candidate to be energy secretary under President Obama, but ultimately was not picked.

The ESC is a broad-based group of organizations representing scientists, engineers, and mathematicians from universities, industry, and national laboratories that is committed to supporting and advancing the scientific research programs of the DOE and, in particular, the DOE Office of Science.
