Framatome and SN Nuclearelectrica, a partially state-owned Romanian nuclear energy company, have entered into a long-term cooperation agreement to produce the medical isotope lutetium-177 at Cernavoda nuclear power plant in Romania. Lu-177 is a beta-emitting radioisotope used in targeted radionuclide therapy for the treatment of neuroendocrine tumors and prostate cancer.

Framatome and Nuclearelectrica, operator of Romania’s Cernavoda nuclear power plant, announced the signing of a memorandum of understanding to explore the possibility of producing the medical isotope lutetium-177. The cooperative agreement was signed during the World Nuclear Exhibition 2023, held November 28–30 in Paris.

AtkinsRéalis subsidiary Candu Energy and the Canadian Commercial Corporation, a federal crown entity, have announced the receipt of an award letter from Romania’s Nuclearelectrica for the provision of engineering, technology, and procurement of tooling and reactor components in support of the Cernavoda Unit 1 life-extension project.

Canada will provide C$3 billion (about $2.2 billion) in export financing to Romania’s nuclear operator, Nuclearelectrica, in support of Canadian participation in the project to complete Units 3 and 4 at the Cernavoda nuclear plant, Canadian minister of energy Jonathan Wilkinson announced last week.
Nuclearelectrica, operator of the Cernavoda plant—Romania’s sole nuclear power facility—has announced the signing of a support agreement with the Romanian government for further development of the project to complete construction of Cernavoda-3 and -4.
NuScale Power announced yesterday that it has joined the Romanian Atomic Forum, aka Romatom, as a supporting member “to champion the association’s nuclear energy goals and further the next generation of advanced nuclear technology experts, technologists, and operators in Romania.” The move further deepens the American small modular reactor company’s commitment to the deployment of a VOYGR SMR plant in the Central European state.

NuScale Power has announced the opening of its fifth Energy Exploration (E2) Center, at the University Politehnica of Bucharest, in support of the small modular reactor developer’s ongoing collaboration with the U.S. and Romanian governments and Nuclearelectrica, operator of Romania’s Cernavoda nuclear power plant.

Ignoring a last-minute plea from a long list of scientific luminaries (including Nobel laureate Steven Chu and climate scientist James Hansen) to reconsider, as well as recent polls showing pronuclear sentiment among a majority of its population, Germany shut down its last three operating nuclear power plants late Saturday, ending 60-plus years of electricity generation from fission. Nuclearelectrica has signed a memorandum of understanding with Emirates Nuclear Energy Corporation (ENEC) to provide both parties with an enabling framework for potential collaboration on the development and expansion of nuclear energy programs in Romania and the United Arab Emirates, as well as in Central and Eastern Europe.
Portland, Ore.–based NuScale Power yesterday announced the signing of a contract with Romania’s RoPower Nuclear for front-end engineering and design (FEED) work that, according to the American company, marks “a significant step toward the deployment of a NuScale VOYGR small modular reactor power plant in Romania.” The contract was signed on December 28.

The Export-Import Bank of the United States has issued two letters of interest (LOIs) for the financing of U.S.-sourced pre-project technical services in connection with the proposed reactor construction project at Romania’s Cernavoda nuclear plant, the bank announced last week.

The Unit 3 EPR at Finland’s Olkiluoto nuclear power plant has reached its full capacity of approximately 1,600 MWe for the first time, plant owner and operator Teollisuuden Voima Oyj has announced. Olkiluoto-3 is now the most powerful reactor in Europe and the third most powerful globally, according to TVO. (Currently, the world champions in that department are China’s 1,660-MWe Taishan-1 and -2, also EPRs.)

Energy firms Nuclearelectrica and Nova Power & Gas have launched a joint venture, RoPower Nuclear, for the development of small modular reactors in Romania, with SMR technology provided by NuScale Power, of Portland, Ore.
Largely state-owned, Nuclearelectrica operates Romania’s sole nuclear power facility, the two-unit Cernavoda plant, while Nova Power & Gas, a subsidiary of the privately held E-Infra Group, is a supplier and distributor of electricity and natural gas in Romania. The two firms own equal shares of RoPower.

Portland, Ore.–based NuScale Power and KGHM Polska Miedź S.A. have signed the first task order and a statement of commencement to begin work under an agreement signed in February to initiate deployment in Poland of NuScale’s small modular reactor technology, the American firm announced this week. The task order was inked September 7 at the 31st Economic Forum, held September 6–8 in Karpacz, Poland.

Teollisuuden Voima Oyj (TVO), owner and operator of the Olkiluoto nuclear power plant in Finland, has resumed Olkiluoto-3’s test production phase, following completion of maintenance and repair work at the new reactor’s turbine island, the company announced this week.
TVO had announced in June a delay to the unit’s commercial start of some three months—from September to December—after material that had detached from the steam guide plates was found in the turbine’s steam reheater in May, necessitating repair work and a halt to testing.

SNC-Lavalin subsidiary Candu Energy recently announced that it is engaged in pre-project design and engineering work at the Qinshan Phase III nuclear power station in China’s Zhejiang Province with Third Qinshan Nuclear Power Company (TQNPC), the plant’s operator.

Romania’s Nuclearelectrica, the state-owned operator of the two-unit Cernavoda nuclear power plant, has awarded Candu Energy a contract to conduct design and engineering services for the facility’s Unit 1 refurbishment project, according to an announcement last week from SNC-Lavalin, Candu Energy’s parent company.

Teollisuuden Voima Oyj (TVO), owner and operator of Finland’s Olkiluoto nuclear power plant, has announced a further delay to the start of regular electricity generation at Unit 3. Commercial operation is now projected to begin this December, rather than the previously announced September. A report from Reuters puts the date at December 10.

Europe’s first EPR, Unit 3 at Finland’s Olkiluoto nuclear power plant, was connected to the nation’s grid on March 12, Teollisuuden Voima Oyj (TVO), the facility’s owner and operator, has announced.
Olkiluoto-3 is also the first new Finnish reactor in four decades, and one of only three new reactors in Europe in the past 15 years. (Romania’s Cernavoda-2 began supplying electricity to the grid in August 2007, and Belarus’s Belarusian-1 in November 2020.)
