GAIN vouchers tackle LWR risk modeling and advanced reactor fuel salts

The Department of Energy’s Gateway for Accelerated Innovation in Nuclear (GAIN) announced June 20 that two companies—one power plant operator and one advanced reactor developer—are getting vouchers to access the extensive nuclear research capabilities and expertise available across the DOE national laboratories in the third round of GAIN vouchers awarded for fiscal year 2024.

A bipartisan group of nine House members is calling on the Department of Energy to give “fair, full, and swift consideration” to Holtec International’s application for DOE Loan Programs Office funding to restart the company’s Palisades nuclear plant, closed last year by the facility’s previous owner, Entergy.

Holtec loads 2,000th spent fuel cask at Entergy’s ANO

Holtec International announced that it successfully loaded its 2,000th spent nuclear fuel canister this fall as part of the ongoing dry storage campaign at Entergy’s Arkansas Nuclear One (ANO) power plant in Russellville, Ark.

Spent fuel from ANO’s two pressurized water reactors is stored in Holtec’s MPC-37 multipurpose canister, each containing 37 PWR fuel assemblies in a prismatic basket made of Holtec’s Metamic-HT material in an egg-crate configuration. The company’s HI-STORM dry fuel storage systems have been in use at ANO since 2003.

NRC approves changes to Palisades’ emergency planning requirements

Holtec files with NRC to restart Palisades

DOE guidance for nuclear credit program’s second award cycle released

The Department of Energy has announced the release of application guidance for the second award cycle of its $6 billion Civil Nuclear Credit (CNC) Program.

Part of the Infrastructure Investment and Jobs Act—the $1.2 trillion bipartisan measure signed by President Biden in November 2021—the CNC Program was established to prevent the premature retirement of economically challenged nuclear power plants in recognition of the crucial role the Biden administration sees nuclear playing in achieving its ambitious decarbonization goals, including 100 percent clean electricity by 2035.

Holtec to reapply for federal funding to revive Palisades

Holtec International is apparently not ready to give up on the Palisades nuclear power plant just yet. Despite having been denied federal funds last month for a possible reopening of the Covert, Mich., facility, the company this week announced its intention to reapply.

Entergy names new chief nuclear officer

New Orleans-based Entergy Corporation yesterday announced changes to its senior leadership, including the selection of Kimberly Cook-Nelson as executive vice president and chief nuclear officer, replacing Chris Bakken.

Cook-Nelson, Entergy’s first female CNO, will be based in Jackson, Miss., the company’s nuclear operations headquarters. She joined Entergy in 1996 as a design engineer at the Waterford nuclear plant in Killona, La., rising to general manager of plant operations in 2011. Most recently, she held the position of chief operating officer, nuclear operations. (In addition to the Waterford facility, Entergy owns and operates Arkansas Nuclear One in Russellville, Ark., Grand Gulf in Port Gibson, Miss., and River Bend in St. Francisville, La.)

Scrutiny of Waterford unit ratcheted up

The Nuclear Regulatory Commission is increasing its oversight of the Waterford Steam Electric Station’s Unit 3 reactor due to a decade-long miscalibration of a radiation monitor.

In a September 13 letter to Entergy Operations, the NRC classified the issue at the Killona, La., facility as a “white finding”—agency parlance for a problem of low to moderate safety significance. (The NRC’s Reactor Oversight Process uses color-coded inspection findings and indicators to measure plant performance, starting at green and increasing to white, yellow, and red, commensurate with the safety significance of the issues involved.)

Michigan pledges support for Holtec plan to reopen Palisades

Maybe hold off commenting on those Palisades decommissioning plans for now: Michigan Gov. Gretchen Whitmer last Friday penned a letter to energy secretary Jennifer Granholm pledging state support for a Holtec International plan to restart the recently shuttered Palisades nuclear plant in Covert, Mich. It was Whitmer’s second letter to the Department of Energy head expressing support for Palisades and touting its value to the state.

Collaboration and teamwork are crucial to solving nuclear supply chain challenges

Across the country, supply chain issues continue making the news: price escalation, inflation, logistical delays, scarcity of products and services, obsolescence, risk associated with just-­in-­time inventory, equipment and service quality, and—especially in nuclear—the financial pressures to reduce costs while maintaining our focus on safe, secure, and reliable plant operations.

Unfortunately, these are not new challenges for nuclear supply chain professionals.

In fact, in 2001, the Nuclear Energy Institute formed the Nuclear Supply Chain Strategic Leaders Group (NSCSL) in conjunction with the Institute of Nuclear Power Operations (INPO) and Electric Power Research Institute (EPRI) after an American Nuclear Society Utility Working Conference networking event. The NSCSL is composed of utility supply chain managers and directors and serves as the “community of practice” for these subject matter experts. I am privileged to be an NSCSL participant and an Entergy team member. The NSCSL was designed to be the industry go-­to group for materials and service collaborations and needed supply chain solutions.

Arkansas PSC rejects $142 million offer from Entergy in Grand Gulf dispute

While the Mississippi Public Service Commission earlier this year accepted a $300 million offer from Entergy Corporation to settle its portion of a multistate dispute with the utility over Grand Gulf nuclear plant customer rate impacts, the Arkansas Public Service Commission last week turned down its own $142 million offer, terming it “a low-ball amount.”

Holtec defines $7.4B SMR build plan, inks agreement with Entergy

The Department of Energy earlier this year approved part one of a loan application from Holtec International for small modular reactor construction and invited the firm to apply for a loan to help build four of its SMR-160 units and grow its manufacturing capacity to produce the first wave of SMRs.

Entergy settles with state PSC for $300M over Grand Gulf rate issues

The Mississippi Public Services Commission has announced a $300 million settlement with Entergy Mississippi—the largest settlement in the MPSC’s history—ending the state’s part in multistate Federal Energy Regulatory Commission proceedings involving Grand Gulf plant customer rate impacts.

Holtec completes acquisition of Michigan’s Palisades and Big Rock Point

Holtec International announced on June 28 that it has completed the acquisition of the Palisades nuclear power plant and the Big Rock Point site from Entergy Corporation. The Nuclear Regulatory Commission approved the license transfer for the two sites, both located in Michigan, in December 2021.

Michigan House passes bill to study new nuclear build

It’s not all bad news from Michigan. While it may not make up for the closing of Covert, Mich.’s Palisades nuclear plant, the state’s House of Representatives last week easily approved legislation that calls for a feasibility study to examine the potential for new nuclear generation.

Introduced on April 14 by Rep. Graham Filler (R., 93rd Dist.), House Bill 1609 passed the chamber 85–20 on May 19 (just one day prior to Entergy’s announcement that it closed Palisades 11 days before its scheduled retirement). Now in Senate hands, the measure instructs the Michigan Public Service Commission to engage an outside consulting firm to conduct the study.

Should the bill become law, the commission must deliver a report on the study to the governor and congressional leadership within 18 months.

Entergy closes Palisades 11 days early

Despite last month’s strong (and many might say overdue) expression of interest from Michigan Gov. Gretchen Whitmer in extending the operational life of the Palisades nuclear power plant via the Department of Energy’s new Civil Nuclear Credit Program, the facility’s 777-MWe pressurized water reactor was removed from service last Friday—11 days prior to its scheduled May 31 retirement date.
