NRC seeks comments on proposed rule for new reactors

The Nuclear Regulatory Commission is seeking comment on a proposed rule for a generic environmental impact statement for licensing new reactors. According to the NRC, the statement uses a technology-neutral framework and plant/site parameters to identify environmental issues common to new reactors as well as those issues needing project-specific analysis.

The Nuclear Regulatory Commission has released for public comment a draft site-specific environmental impact statement concerning subsequent license renewal for the two reactors at Florida’s Turkey Point power plant. The EIS’s preliminary conclusion is that any environmental impacts from the continued operation of the units for a period of 20 years beyond their current expiration dates “are not so great that preserving the option of SLR for energy-planning decision-makers would be unreasonable.”

NRC proposes GEIS revision for renewing reactor licenses

The Nuclear Regulatory Commission announced on January 24 that it has directed staff to publish a proposed rule that includes an update to the license renewal generic environmental impact statement (GEIS), which is used by the agency when considering applications to renew operating reactor licenses.

The proposed rule, to appear in the Federal Register in the near future, is a response to an NRC order that concluded the license renewal GEIS did not analyze the environmental impacts of a subsequent license renewal term (from 60 to 80 years of operation).

In a major change to its subsequent license renewal process, the Nuclear Regulatory Commission last week ruled that reviews of SLR applications must rely on a more extensive environmental analysis than that provided by the agency’s Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS). According to the ruling, the GEIS, properly understood, does not cover the SLR period.

Comment now on advanced reactor GEIS scope
