The Ogle County Board has approved a zoning change that designates 524 acres around the Byron nuclear power plant, located in northern Illinois, as industrial rather than agricultural.

The Nuclear Regulatory Commission is hosting several public meetings this month to discuss the Dresden nuclear power plant and its request for subsequent license renewal.

While no development details have been released, Constellation is asking to rezone 658.8 acres of land it owns around the Byron nuclear plant in Illinois for possible long-term use.

It’s been almost 35 years since Illinois last added a nuclear power reactor to the grid (Braidwood-2, a pressurized water reactor operated by Constellation, reached commercial operation in October 1988). And it’s been 63 years since a research reactor reached initial criticality at the University of Illinois–Urbana-Champaign (UIUC). The university’s TRIGA Mark II started up in August 1960 and was shut down in 1998. For about 25 years, UIUC—the flagship public university in a state that generates more power from nuclear energy than any other—has lacked an operating research reactor.

“Keeping Illinois nuclear plants open is saving some customers $237 a year on average,” reads the headline of a recent CNBC article about the Climate and Equitable Jobs Act, which was passed by the Illinois legislature and signed into law by Gov. J.B. Pritzker in September 2021. The legislation includes a provision to keep Illinois nuclear power plants open to meet the state’s clean energy goals, even if the facilities are not profitable.

With only days remaining before the scheduled retirement of Exelon Generation’s Byron nuclear plant, the Illinois House has approved a comprehensive energy package (S.B. 2408) that would save the plant, as well as the state’s similarly struggling Braidwood and Dresden facilities.
Two of the state’s six nuclear plants nearly closed in 2016, but legislative action saved them. Now two more are at risk.
If there is one U.S. state you might think would be on top of the nuclear-plant-retirement problem, it’s Illinois: With 11 power reactors, more than any other state, it is number one in nuclear generating capacity. In 2019, 54 percent of its in-state generation came from nuclear power. So why, at this writing in mid-April, does Illinois still face the possibility of losing two of its nuclear plants later this year?

On August 27, I stood in front of small groups of socially distanced employees at our Dresden Generating Station in Illinois, announcing plans for the premature retirement of the nuclear facility next fall. A hundred miles away, our chief operating officer was delivering a similar, equally somber announcement to employees at the Byron Station.
Despite being among the safest, most efficient, and reliable nuclear plants in the nation, Dresden and Byron face revenue shortfalls in the hundreds of millions of dollars because of declining energy prices and market rules that allow fossil fuel plants to underbid clean merchant nuclear resources in the PJM capacity auction, even though there is broad public support for sustaining and expanding clean energy resources to address the climate crisis.
