The White House Office of Science and Technology Policy (OSTP) has a new plan for international partnerships in fusion energy development that would build on over 60 years of collaborative fusion research and development to address the climate crisis and ensure energy security. The plan, first released December 2, was announced December 5 at COP28 in Dubai, UAE, by John Kerry, the U.S. special presidential envoy for climate. He delivered “a call to action” during an Atlantic Council Global Energy Forum. The plan follows on the administration’s Bold Decadal Vision for Commercial Fusion Energy of March 2022, which recognized fusion energy’s increasing technical readiness and strong market interest—$6 billion to date.

“I'm pleased to announce the U.S. international engagement plan for fusion energy,” Kerry said. “This strategy identifies five areas of work that will help us to realize the promise of this technology, and they are R&D, supply chain and marketplace, regulation, workforce, and education and engagement.”

On the margins of the COP28 climate conference in Dubai, UAE, this week, Barakah nuclear plant owner Emirates Nuclear Energy Corporation (ENEC) signed its first commercial uranium fuel supply contract with Kazatomprom, in addition to memorandums of understanding with two U.S.-based advanced reactor developers—TerraPower and GE Hitachi Nuclear Energy (GEH).

One year ago today, researchers at Lawrence Livermore National Laboratory achieved a record shot at the National Ignition Facility (NIF) that set the world talking about the potential of fusion energy. And the buzz hasn’t stopped. During a side event held at last week’s Three Seas Initiative Summit in Bucharest, Romania, special presidential envoy for climate John Kerry announced U.S. actions to further the role of new nuclear technologies in accelerating the clean energy transition in Europe.

These actions, according to a September 7 media note from the U.S. State Department, expand on Romania’s leadership role in deploying the first small modular reactor in Europe and in converting a former Romanian coal plant to an SMR facility.

Building on his rollout of the Project Phoenix initiative at last year’s COP27 climate change conference in Egypt, Kerry said that proposals from the Czech Republic, Poland, and Slovakia have been selected to participate in the project and will receive support for coal-to-SMR feasibility studies.

Portland, Ore.–based NuScale Power yesterday announced the signing of a contract with Romania’s RoPower Nuclear for front-end engineering and design (FEED) work that, according to the American company, marks “a significant step toward the deployment of a NuScale VOYGR small modular reactor power plant in Romania.” The contract was signed on December 28.

U.S. special envoy for climate John Kerry and Ukraine’s minister of energy German Galushchenko have announced a two-to-three-year pilot project aimed at demonstrating the commercial-scale production of clean hydrogen and ammonia from small modular reactors in Ukraine using solid oxide electrolysis.

The Export-Import Bank of the United States has issued two letters of interest (LOIs) for the financing of U.S.-sourced pre-project technical services in connection with the proposed reactor construction project at Romania’s Cernavoda nuclear plant, the bank announced last week.

At the recent G7 summit in Germany, President Biden and other world leaders launched the Partnership for Global Infrastructure and Investment—described by the State Department as an effort “to narrow infrastructure gaps around the world, strengthen the global economy and supply chains, and advance international security through strategic investments.”

On the sidelines of the COP26 Conference in Glasgow yesterday, John Kerry, the Biden’s administration’s special presidential envoy for climate, joined Romanian president Klaus Iohannis to announce plans to build a first-of-a-kind small modular reactor plant in Romania. The SMR technology is to be provided by NuScale Power, based in Portland, Ore.
