Growing the future nuclear energy workforce in the Volunteer State

The Volunteer State’s governor and representatives have made clear their intention to position Tennessee at the forefront of a nuclear energy growth surge over the next several years. They’re making the financial investment to back up this commitment, pledging $50 million to recruit the innovative and invest in the existing nuclear companies in the state.

In an interview with advocacy group Nuclear Matters, Gov. Bill Lee expressed his excitement and optimism for Tennessee’s nuclear future.

“Tennessee is one of the fastest growing states in the country,” he said. “Because of that, we have people and companies moving here and we need to have a dependable, reliable energy source.”

How robust is HALEU from a nonproliferation perspective?

High-assay low-enriched uranium (HALEU) has emerged as a popular fuel choice for advanced small modular reactors due to its long power production periods before refueling. It is currently being pursued by TerraPower, X-energy, BWX Technologies, Kairos, Oklo, and other reactor companies. HALEU has a uranium-235 enrichment ranging from 5 percent to 20 percent, whereas traditional LWRs use low-enriched uranium fuel enriched up to 5 percent.

HALEU will provide power for longer durations, compared with traditional LWRs. But could it also provide an opportunity for more rapid proliferation, as is speculated in a 2023 National Academy of Sciences report on advanced nuclear reactors (nap.nationalacademies.org/catalog/26630/)?

If a nuclear proliferator conspires to divert fresh nuclear fuel for weapons production when it has not been used in a reactor, the effort required in separative work units (SWUs) to enrich U-235 from 5 percent to 90 percent and that required to enrich from 20 percent to 90 percent are both very small, compared with the effort required to enrich U-235 from its natural abundance to the initial 5 percent.

Designs for high-tech products, and the start-ups that offer them, will always outnumber the commercial successes. Ditto: many more power plants are proposed than actually get built, no matter what the technology.

This is an axiom of free-market economies, but in early November 2023 it became painfully obvious in the advanced reactor field. NuScale Power, the only advanced reactor that has made it through the licensing gauntlet, acknowledged that the consortium of utilities that was its intended launch customer had failed to put together a feasible package.

National lab partnerships speed nuclear deployment

“The tools of the academic designer are a piece of paper and a pencil with an eraser. If a mistake is made, it can always be erased and changed. If the practical-reactor designer errs, he wears the mistake around his neck; it cannot be erased. Everyone sees it.”

Many in the nuclear community are familiar with this sentiment from Admiral Rickover. A generation of stagnation in the industry has underscored the truth of his words. But as economies around the world put a price on carbon emissions, there’s a renewed sense of urgency to deploy clean energy technologies. This shifts the global balance of economic competitiveness, and it’s clear that the best path forward for nuclear requires combining the agility of private innovators with the technology and capabilities of national laboratories.

Kairos Power begins loading 14 tons of FLiBe into molten salt test loop

In October, staff at Kairos Power’s testing and manufacturing facility in Albuquerque, N. M., began transferring 14 tons of molten fluoride salt coolant into an Engineering Test Unit (ETU)—the largest transfer of FLiBe (a mixture of lithium fluoride and beryllium fluoride) since the Molten Salt Reactor Experiment in 1969.

Kairos construction permit the subject of upcoming NRC meeting

Input sought on Kairos test reactor construction permit

The Nuclear Regulatory Commission is requesting public input on environmental issues that the agency should ponder as it reviews Kairos Power’s application for a construction permit to build the Hermes low-power demonstration reactor at the East Tennessee Technology Park in Oak Ridge, Tenn.

In a notice published in the February 18 Federal Register, the NRC says it will conduct a scoping process to gather information necessary to prepare an environmental impact statement (EIS) for the proposed project.

Tennessee governor gives nuclear another rhetorical boost

In his annual State of the State Address on January 31, Tennessee Gov. Bill Lee offered more praise for nuclear energy, after lauding it earlier in the month during a tour of the Tennessee Valley Authority’s Watts Bar nuclear plant

“For decades, East Tennessee has been home to some of the best-kept secrets in nuclear energy and American innovation,” Lee told the state’s General Assembly. “Today, many may not realize that Tennessee derives more power from nuclear energy than from any other source. Recently, I visited the TVA’s Watts Bar nuclear facility, the last nuclear facility to be built in America, to see firsthand how nuclear power keeps our grid dependable even when the weather is not. Nuclear power is clean energy that actually works for the private sector.”
