UChicago researchers track neutrinos at Dresden plant using world’s smallest detector

Constellation Energy’s Dresden nuclear power plant in Illinois is helping University of Chicago researchers to detect neutrinos in an effort to advance knowledge of the fundamental laws governing particle and nuclear interactions. The researchers are taking advantage of the large number of neutrinos generated by Dresden’s boiling water reactors to conduct experiments, using what UChicago calls the world’s smallest neutrino detector to track and record the ghostlike particles.

The ANS Fuel Cycle and Waste Management Division will present a webinar today at noon EST (the recording will be available via the webinar archive to all ANS members) featuring an international panel of experts on nuclear waste reprocessing. The panel will explore the idea of separating certain radionuclides from waste using recycling technology that enables pure materials to be used for other purposes.

NorthStar awarded $37 million for Mo-99 production

NorthStar Medical Technologies of Beloit, Wis., will receive $37 million under two cooperative agreements with the National Nuclear Security Administration for the production of molybdenum-99 without the use of high-enriched uranium. The National Nuclear Security Administration's Office of Nonproliferation and Arms Control has been partnering with national laboratories and universities to introduce engineering students to the field of international safeguards. Safeguards ensure that nuclear material and facilities are not used to illicitly manufacture nuclear weapons, the NNSA noted in a July 27 article.

ANS to Congress: Don’t prohibit civil nuclear cooperation with China

The American Nuclear Society sent a letter this morning to the chairman and the ranking member of the House Foreign Affairs Committee, urging them to oppose any amendments to H.R. 3524, the Ensuring American Global Leadership and Engagement Act, that would disallow U.S. cooperation with China in the field of civil nuclear energy.

The bill, introduced on May 25 by the Foreign Affairs Committee chairman, Rep. Gregory Meeks (D., N.Y.), was scheduled for markup by the committee this afternoon at 1:00 (EDT).

Washington and Seoul to cooperate on overseas projects, nonproliferation

The United States and South Korea have agreed to “develop cooperation in overseas nuclear markets, including joint participation in nuclear power plant projects, while ensuring the highest standards of international nuclear safety, security, and nonproliferation are maintained,” according to a statement from the White House on last week’s Washington meeting between President Joe Biden and South Korean President Moon Jae-in.

As part of that agreement, South Korea will adopt a common policy with the United States requiring recipient countries to have a safeguards agreement “Additional Protocol” in place as a condition of doing nuclear-related business. (The Additional Protocol is an expanded set of requirements for information and access to assist the International Atomic Energy Agency in its work to confirm that states are using nuclear material solely for peaceful purposes.)

Planning ahead for advanced reactor safeguards and security

Nonproliferation, safeguards, and security were on the agenda for the fifth public information-gathering meeting of the National Academies’ Committee on Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear Reactors. Moderated by committee chair Janice Dunn Lee and NAS study director Charles Ferguson, the two-day public meeting was convened on May 17 and was to be followed by a closed committee session on May 19.

Strategy for U.S. leadership in advanced nuclear released

The Nuclear Innovation Alliance (NIA) and the Partnership for Global Security (PGS) have released a joint report laying out a comprehensive strategy for U.S. leadership in the commercialization of next-generation nuclear power.

The 34-page report, U.S. Advanced Nuclear Energy Strategy for Domestic Prosperity, Climate Protection, National Security, and Global Leadership, says that collaboration between government, industry, civil society, and other nations can bring advanced reactors to market to reduce global emissions, provide domestic jobs, and support national security.

The report was released with a 58-minute webinar available on YouTube.

ANS member Joyce Connery appointed as DNFSB chair

President Biden has appointed Joyce Connery as chair of the Defense Nuclear Facilities Safety Board (DNFSB). Connery, an ANS member since 2012, was appointed to the board in August 2015 for a term ending in October 2019. She was confirmed again by the Senate as a DNFSB member on July 2, 2020, for a term expiring on October 18, 2024. Connery previously held the chairmanship from August 2015 until January 2017.

Machine learning can help expose illicit nuclear trade, says new report

The Nuclear Threat Initiative (NTI) and the Center for Advanced Defense Studies (C4ADS) last week released Signals in the Noise: Preventing Nuclear Proliferation with Machine Learning & Publicly Available Information, a 22-page report that provides a blueprint for identifying high-risk or illicit nuclear trade. (Machine learning can be defined as a branch of artificial intelligence focused on building applications that learn from data and improve their accuracy over time without being programmed to do so.)

U.S., Canada sign MOU on safeguards and nonproliferation

The United States and Canada have signed a memorandum of understanding—Cooperation and Exchange of Information in Nuclear Security, Safeguards, and Nonproliferation Matters—to enable a more effective collaboration between the two countries in the areas of nuclear safety and security.

The five-year agreement was signed virtually on October 16 by Brent Park, the National Nuclear Security Administration’s deputy administrator for Defense Nuclear Nonproliferation, and two Atomic Energy of Canada Limited (AECL) executives: Richard Sexton, president and chief executive officer, and Shannon Quinn, vice president of Science, Technology, and Commercial Oversight.
