A new report from the U.S. Government Accountability Office finds that the Nuclear Regulatory Commission has not taken the steps needed to address the potential economic and societal radiological risks that could arise from a “dirty bomb.”

BWX Technologies subsidiary Nuclear Fuel Services Inc. suspended operations last Friday at a Tennessee facility to assess conditions following Hurricane Helene. A company spokesperson said the site remained "in safe and secure condition."

The U.S. Senate’s Environment and Public Works Committee spent more than an hour questioning Matthew Marzano on Wednesday as part of his nomination process to become a commissioner of the U.S. Nuclear Regulatory Commission.

The U.S. Senate’s Committee on Environment and Public Works will consider the nomination of Matthew Marzano to the Nuclear Regulatory Commission during a hearing on Wednesday, September 11.

In July, President Joe Biden named Marzano as his choice to fill the open seat on the five-member commission. The NRC, the nation’s independent regulator of civilian nuclear safety, has been without a tiebreaker for votes among the four current members since commissioner Jeff Baran’s term ended in June 2023.

The NRC has been in the spotlight in recent years as the United States experiences a resurgence in demand for and technology advances in nuclear power. The commission is facing a high volume of license requests and is working to modernize and streamline its review process.

The Nuclear Regulatory Commission will discuss the Davis-Besse nuclear power plant safety performance last year in a public meeting this Thursday, August 29.

The Department of Energy has signed off on a $1.5 billion loan guarantee to Holtec Palisades LLC to support initial work needed to restart the Michigan nuclear plant.

The Nuclear Regulatory Commission is hosting several public meetings this month to discuss the Dresden nuclear power plant and its request for subsequent license renewal.

Mr. Marzano is a nuclear engineer and licensed Senior Reactor Operator with a long record in nuclear safety and public service. He has experience operating and building nuclear power plants, training U.S. Navy personnel as nuclear plant operators on submarines and aircraft carriers, and advising on policy matters relating to clean air, climate, and energy. With his extensive experience, Mr. Marzano is well qualified to join the NRC and would be a welcome addition.

Hanson

The United States is fully engaged in supporting the development and peaceful use of nuclear energy in the Philippines through its new 123 Agreement, Nuclear Regulatory Commission chair Christopher Hanson said during a visit to the nation last week.

“We’re going to see a real increase in the tempo of engagement from the U.S. on the nuclear safety aspects,” Hanson said during a media roundtable in Makati City.

New partnership: Hanson’s visit to the Philippines followed the entry into force on July 2 of the landmark civil nuclear cooperation agreement (known as a 123 Agreement) between Washington and Manila to utilize nuclear energy safely. It establishes the legal framework for significant nuclear cooperation with other countries—in areas such as technical exchanges, scientific research, and safeguards discussions—as long as the partner adheres to a set of strong nonproliferation requirements.

Dominion Energy Virginia has issued a request for proposals from leading nuclear companies to study the feasibility of putting a small modular reactor at its North Anna nuclear power plant.

While the utility says it is not a commitment to build an SMR at the site, the RFP is “an important first step in evaluating the technology and the North Anna site to support Dominion Energy customers’ future energy needs consistent with the company’s most recent Integrated Resource Plan.”

One of the new Vogtle units in Georgia was shut down unexpectedly on Monday last week for a valve issue that has since been investigated and repaired. According to multiple local news outlets, Georgia Power reported on July 17 that Unit 3 was back in service.

Southern Company spokesperson Jacob Hawkins confirmed that Vogtle-3 went off line at 9:25 p.m. local time on July 8 “due to lowering water levels in the steam generators caused by a valve issue on one of the three main feedwater pumps.”

Dozens gathered last week at a public hearing hosted by the Nuclear Regulatory Commission to get feedback on the proposal to restart the Palisades nuclear power plant in Michigan.

The NRC is beginning its environmental review of plans to repower Palisades after it was shut down in May 2022 and was headed for permanent decommissioning. If the restart is successful, this would be the first return to service of a shuttered U.S. nuclear plant.

The U.S. Senate yesterday passed the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act, sending legislation that would make sweeping changes to the approval process for new technology in the nuclear energy sector to President Biden for final approval.

The legislation passed with an overwhelming majority in the Senate—the vote was 88–2—having cleared the House of Representatives in May.

A ceremony in Wyoming yesterday marked the official start of construction of TerraPower’s planned Natrium reactor demonstration project.

While currently awaiting final review from the U.S. Nuclear Regulatory Commission, TerraPower is moving forward with nonnuclear construction work at a retired coal plant near Kemmerer, Wyo. The groundbreaking brought together TerraPower leaders, government officials, Natrium project partners, industry advocates, and community supporters.

Nuclear Regulatory Commission chair Christopher Hanson was renominated today by a Senate vote of 81–17 for a five-year term expiring June 30, 2029.

Earlier, in May, the U.S. Senate Environment and Public Works Committee voted 18–1 to advance Hanson’s renomination to the NRC. Hanson has been a commissioner since 2020 and was named chair by President Biden in January 2021.

“The American Nuclear Society commends the Senate for confirming the renomination of Christopher T. Hanson as chair of the U.S. NRC,” said American Nuclear Society Executive Director/Chief Executive Officer Craig Piercy. “We look forward to Chair Hanson’s continued leadership in ensuring the safe and efficient operation of our existing nuclear power plants and in developing a robust licensing framework for new nuclear technologies. Nuclear energy advocates attended a White House summit today on domestic nuclear deployment and will help advise a new federal initiative to support building new grid-scale nuclear reactors.

The event showcased recent policy developments and new industry investments that have changed the playing field—for the better—for nuclear during the past few years. The White House is calling it “the largest sustained push to accelerate civil nuclear deployment in the United States in nearly five decades.”

Four minority-serving institutions (MSIs) have been named by the Nuclear Regulatory Commission as recipients of scholarship and fellowship grants worth a total value of $1.78 million.

Hanson

The U.S. Senate Environment and Public Works Committee voted 18–1 yesterday to advance the renomination of Christopher T. Hanson as a member of the Nuclear Regulatory Commission. Hanson has been a commissioner since 2020, and was named chair by President Biden in January 2021. The full U.S. Senate will consider Hanson’s nomination later this month.

Throughout his time on the[NRC], he has demonstrated his commitment to ensuring the safety and the security of our nation’s use of nuclear energy,” said EPW committee chair Tom Carper (D., Del.) before the vote.

Constellation Energy has filed with the Nuclear Regulatory Commission for a subsequent license renewal for its Dresden nuclear power plant in Illinois. The extension would allow Dresden to run through 2051.

The filing begins a comprehensive, multiyear review by the NRC. Unit 2 is currently licensed to operate through 2029 and Unit 3 through 2031. The facility’s license was first renewed by the NRC in 2004.

A new report from the Breakthrough Institute has identified challenges and offers recommendations to the Nuclear Regulatory Commission for fostering inclusive and transparent dialogue and engagement with the public.

Improving Nuclear Regulatory Commission Engagement: Enhancement to Ensure Transparency and Collaboration with the Public notes that despite recent agency efforts at improving public engagement, such as through website upgrades and additional community meetings, the NRC still tends to prioritize technical jargon and complex procedures rather than offer clear, accessible communication. This leads to alienating the interested public, including community members and other stakeholders, and fostering misconceptions.
