South Bruce votes yes on hosting Canadian repository

The municipality of South Bruce, located near the Bruce nuclear power plant in southwestern Ontario, voted narrowly in favor of being a willing host to a potential deep geologic repository for Canada’s spent nuclear fuel. The official declaration of results from the municipality showed that 51 percent of South Bruce residents voted in favor of the referendum, with 1,604 voting "yes" and 1,526 voting "no." Voter participation was 69 percent, surpassing the 50 percent voter turnout required to make the vote binding by law.

The township of Ignace in northwestern Ontario has indicated its willingness to host a potential deep geologic repository for Canada’s spent nuclear fuel. The town council voted unanimously on July 10 to pass a resolution indicating its willingness to participate in the Nuclear Waste Management Organization’s (NWMO's) process for selecting a repository site, making it the first Canadian community to officially move forward with the next phase of a site selection process that began in 2010.

With increasing demand for clean, reliable, and safe sources of energy, the conversation around nuclear energy is changing. And so too is the conversation around nuclear waste, even as the country struggles to find a path for the disposal of its spent nuclear fuel and high-level radioactive waste. From community engagement, to recycling, to existing success around other forms of nuclear waste management, the conversation around nuclear waste has many different angles, and an executive session of the American Nuclear Society’s 2024 Annual Conference in Las Vegas aimed to delve into some of those discussions.

Borehole disposal of spent nuclear fuel (SNF) and high-level waste (HLW) uses off-the-shelf directional drilling technology developed and commercialized by the oil and gas sectors. It is a technology that has been gaining traction in recent years in the nuclear industry. Disposal can be done in one or more boreholes (including an array) drilled into suitable sedimentary, igneous, or metamorphic host rocks. Waste is encapsulated in specialized corrosion-resistant canisters, which are placed end to end in disposal sections of relatively small-diameter boreholes that have been cased and fluid-filled. After emplacement, the vertical access hole is plugged and backfilled as an engineered barrier.

House E&C subcommittee to hold hearing on spent fuel management

The House Energy and Commerce Committee announced a public hearing on improving the U.S. management of spent nuclear fuel. The hearing, titled “American Nuclear Energy Expansion: Spent Fuel Policy and Innovation,” will be held on April 10 by the E&C Energy, Climate, and Grid Security Subcommittee.

The hearing will be livestreamed on the E&C Committee website.

Full court refuses to review Texas interim storage case

Finland in Front: The World’s Likely First Spent Fuel Repository Moves Toward Licensing

The site of the Onkalo deep geological repository near Eurajoki in southwestern Finland with the Olkiluoto nuclear power plant in the background. In 2015, Posiva received a construction license from the Finnish government for the repository, which will be constructed to a depth of 1,300 to 1,500 feet.

The year 2024 is shaping up to be a historic one for Posiva, the waste management organization owned by Finland’s two nuclear power plant utilities, Fortum and Teollisuuden Voima. The company is looking to receive regulatory approval of its operating license for the Onkalo deep geological repository for high-level radioactive waste by the end of the year.

Levin and Carbajal reintroduce 100-year SNF canister bill

Reps. Mike Levin (D., Calif.) and Salud Carbajal (D., Calif.) have reintroduced the 100 Year Canister Life Act, which requires nuclear waste canisters to have a design life of at least 100 years. Levin last introduced the bill in 2022, where it died in committee.

Introduced into the House on January 31, the bill (H.R. 7172) would prohibit the Nuclear Regulatory Commission from issuing or renewing any certificate of compliance or license for a dry storage cask for spent nuclear fuel without a finding that the cask “can safely operate with spent nuclear fuel for a period of at least 100 years.” Current NRC regulations set the lifespan requirement of dry storage casks at 40 years.

Holtec loads 2,000th spent fuel cask at Entergy’s ANO

Holtec International announced that it successfully loaded its 2,000th spent nuclear fuel canister this fall as part of the ongoing dry storage campaign at Entergy’s Arkansas Nuclear One (ANO) power plant in Russellville, Ark.

Spent fuel from ANO’s two pressurized water reactors is stored in Holtec’s MPC-37 multipurpose canister, each containing 37 PWR fuel assemblies in a prismatic basket made of Holtec’s Metamic-HT material in an egg-crate configuration. The company’s HI-STORM dry fuel storage systems have been in use at ANO since 2003.

Outside my office, there is a display case filled with rock samples from all over the world. It contains a disk of translucent, orange salt from the Waste Isolation Pilot Plant near Carlsbad, N.M.; a core of white-and-bronze gneiss from the site of the future deep geologic repository in Eurajoki, Finland; several angular chunks of fine-grained, gray claystone from the underground research laboratory at Bure, France; and a piece of coarse-grained granite from the underground research tunnel in Daejeon, South Korea.

The last time a human entered the Pile Fuel Storage Pond at the Sellafield nuclear site in Cumbria, England, was in 1958, when records show a maintenance operator and health physics monitor carried out a dive into the newly constructed pond to repair a broken winch. At least that was true until December 2022, when Josh Everett, a diver from the U.K. specialist nuclear diving team Underwater Construction Corporation (UCC) UK Ltd., became the first person in more than 60 years to work in one of the most unique workplaces in the world.

NRC pushes decision on Holtec CISF to May

The Nuclear Regulatory Commission has delayed issuing a decision on the licensing of Holtec International’s proposed consolidated interim storage facility (CISF) in New Mexico for at least two more months. In a letter sent to Holtec on March 20, the NRC said the delay was “due to unforeseen resource constraints.”
