Westinghouse, Dominion ink deal for Surry steam generator replacement

Westinghouse Electric Company has signed a contract with Dominion Energy to design, manufacture, and deliver replacement steam generators for Virginia’s Surry plant, the nuclear technology firm announced Tuesday.

NRC rescinds subsequent license renewals

In a major change to its subsequent license renewal process, the Nuclear Regulatory Commission last week ruled that reviews of SLR applications must rely on a more extensive environmental analysis than that provided by the agency’s Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS). According to the ruling, the GEIS, properly understood, does not cover the SLR period.

GEH’s BWRX-300 SMR technology chosen for Darlington clean energy project

GE Hitachi Nuclear Energy has been selected by Ontario Power Generation as technology partner for the Darlington site's new nuclear plant project. GEH will work with OPG to deploy a BWRX-300 small modular reactor as early as 2028 at the Darlington site in Canada.

■ NuScale Power and Kazakhstan Nuclear Power Plants LLP have signed a memorandum of understanding to explore the deployment of NuScale VOYGR power plants in Kazakhstan. KNPP specializes in the development of nuclear power plant construction in Kazakhstan. The agreement calls for a sharing of nuclear and technical expertise between NuScale and KNPP. Under the MOU, NuScale will support KNPP’s evaluation of NuScale’s SMR technology, including nuclear power plant engineering, construction, commissioning, operation and maintenance, and project-specific studies and design work.

PKN ORLEN and Synthos Green Energy have signed an agreement to set up a joint venture, ORLEN Synthos Green Energy, with a goal to prepare and commercialize small nuclear reactor technology, particularly GE Hitachi Nuclear Energy’s BWRX-300 reactors, in Poland. Related, BWXT Canada Ltd. signed a letter of intent with Synthos and GEH for the manufacture of key SMR components for Poland.

NRC agrees to review SLR application for St. Lucie reactors

Florida Power and Light Company is seeking to keep its St. Lucie nuclear plant in operation into the 2060s, and so far, so good: In early August, the utility submitted to the Nuclear Regulatory Commission a subsequent license renewal application for the facility’s two units, and last Friday, the NRC accepted the application for review.

SLR approved for Surry reactors

The Nuclear Regulatory Commission has approved Dominion Energy’s application to renew the Surry nuclear power plant’s operating licenses for an additional 20 years. The renewed licenses authorize the extension of reactor operation at the two-unit plant from 60 to 80 years.

ASLB to hear argument against Point Beach license renewal

An atomic safety and licensing board has been established to address a hearing request filed on behalf of an antinuclear group regarding the subsequent license renewal (SLR) application for NextEra Energy’s Point Beach reactors, located near Two Rivers, Wis. The Nuclear Regulatory Commission published notice of the panel’s formation in the April 2 Federal Register.

NRC accepts Point Beach SLR application

The Nuclear Regulatory Commission has accepted for review NextEra Energy’s subsequent license renewal (SLR) application for its Point Beach reactors, making them the fifth and sixth units currently under consideration for a second 20-year license renewal. (SLR applications for Dominion Energy’s North Anna-1 and -2 and Surry-1 and -2 are also being reviewed, while SLR approval has been granted for Exelon’s Peach Bottom and NextEra’s Turkey Point units.)

NextEra submitted the SLR application in November of last year—the first such application involving a Midwestern nuclear plant. The NRC approved the plant’s initial license renewal in December 2005, allowing Unit 1 to operate through October 5, 2030, and Unit 2 through March 8, 2033.

The Nuclear Regulatory Commission has announced the establishment of an Atomic Safety and Licensing Board to address a hearing request filed last month concerning Dominion Energy’s subsequent license renewal (SLR) application for the two reactors at its North Anna plant. The application, submitted in August of last year, was docketed by the NRC in October.

The contention: Filed by three anti-nuclear groups—Beyond Nuclear, the Sierra Club, and the Alliance for a Progressive Virginia—the 71-page hearing request argues that Dominion’s environmental report, submitted in support of its application, “fails to satisfy” the National Environmental Policy Act, as well as 10 CFR 51.53(c)(2) and 51.45(a), “because [the report] does not address the environmental impacts of operating North Anna Units 1 and 2 during the extended SLR term under the significant risk of an earthquake that exceeds the design basis for the reactors.”

SLR application for North Anna units docketed

The Nuclear Regulatory Commission has accepted for review an application from Dominion Energy to renew for 20 years the previously renewed operating licenses for North Anna-1 and -2, according to a notice published in yesterday’s Federal Register. Dominion submitted the application on August 24.

A version of the 1,899-page subsequent license renewal application without proprietary details is available to the public on the NRC’s website.

Second license renewal application filed for North Anna

Dominion Energy has filed an application with the Nuclear Regulatory Commission to renew the North Anna nuclear power plant’s reactor operating licenses for additional 20-year terms, the Richmond, Va.–based utility announced on September 4. The NRC received the application on August 24.

North Anna, located in Mineral, Va., is home to twin 973-MWe three-loop Westinghouse pressurized water reactors. The filing makes the plant the second nuclear facility in the state to seek subsequent license renewal, after Dominion's filing in 2018 of a similar application to renew the licenses of its two Surry units—twin 874-MWe reactors. The NRC is currently reviewing that application.

(Following its April 2020 meeting, the NRC’s Advisory Committee on Reactor Safeguards issued a report recommending approval of the Surry SLR applications [NN, June 2020, p. 15].)

According to Dominion, the North Anna and Surry units produce 31 percent of the electricity for the company’s 2.5 million customers and 95 percent of the carbon-free electricity in Virginia.

Safety board endorses Surry second license renewal

The Nuclear Regulatory Commission’s Advisory Committee on Reactor Safeguards (ACRS) has issued a report recommending approval of Dominion Energy’s 20-year subsequent license renewal (SLR) application for Surry-1 and -2. The board reached its conclusion during its April meeting, after reviewing both the SLR application and the associated final safety evaluation report. Dominion submitted the application in October 2018.

NRC likely to grant second license renewals

The Nuclear Regulatory Commission issued its final supplemental environmental impact statement (EIS) on April 6 for Dominion Energy’s subsequent license renewal (SLR) application for Surry-1 and -2, concluding that the potential environmental impacts from continued operation of the units are not substantial enough to prevent the agency from considering issuance of the SLRs. The NRC had issued its final safety evaluation report on the Surry SLR application on March 9, with a similarly positive conclusion.
