As you may have heard, the American Nuclear Society recently entered into a 50/50 joint venture with the Nuclear Energy Institute to host an annual industrywide meeting in late summer, which will replace ANS’s Utility Working Conference and NEI’s Nuclear Energy Assembly. Simply put, we are taking the best of both events to create the ultimate nuclear power meeting of the year. If you are a longtime UWC attendee, you will feel right at home in the aisles of the exhibit hall, or in the working sessions designed to tackle the shared practical challenges operators face. NEI will bring the nuclear C-suite presence along with the freshest insights on industrywide issues.

The U.S. nuclear industry is growing, and we need to get even bigger if we are going to make good on the promise of a resurgence. The auto industry has SEMA, the tech industry has CES. It’s time the U.S. nuclear industry had its top event of the year.

I recently attended the 2024 Utility Working Conference where, despite the widespread travel disruptions created by Tropical Storm Debby, nearly 600 folks from the U.S. nuclear utility and supplier community had descended on southwest Florida to network, do business, and have a little fun.

The UWC has always been a bit different from other nuclear industry meetings: a little less “happy talk” about the future, a little more “real talk” about the practical challenges facing the industry.

To be sure, the mood on the expo floor was buoyant. Business is good for anyone serving the existing fleet these days. The Inflation Reduction Act’s investment incentives have finally gained traction, which has resulted in utilities taking a more long-term approach to their plant maintenance and uprate projects, which in turn has created bigger opportunities for suppliers.

I had the pleasure of speaking at ANS’s Utility Working Conference last month and would like to share my thoughts with our wider membership.

Electrification is the foundation of modern society. The nuclear enterprise has and must continue to play a crucial role in the era in which we find ourselves—the energy transition era. We have made important gains in post-COVID times, with the Bipartisan Infrastructure Law, the Inflation Reduction Act, the CHIPS and Science Act, and more recently the ADVANCE Act of 2024—all aimed at, broadly speaking, enhancing (nuclear) industry.

We have also seen greater public support for nuclear power. The National Nuclear Energy Public Opinion Survey has been undertaken every year for the last four decades. It has demonstrated for the last three years that three-fourths of respondents strongly or somewhat favor the use of nuclear energy as one of the ways to provide electricity within the United States.

At the 2023 Utility Working Conference, held August 6–9 on Marco Island in Florida, the second day’s plenary opened with a panel session featuring five nuclear industry executives who discussed the future of nuclear energy and its resiliency in a low-carbon world. Speakers included Tim Rausch, executive vice president and chief nuclear officer with the Tennessee Valley Authority, Robert Schuetz, chief executive officer of Energy Northwest, Sean Sexstone, executive vice president of advanced nuclear at GE Hitachi Nuclear Energy, and Pierre Paul Oneid, senior vice president and chief nuclear officer of Holtec International.

The plenary sessions held earlier this month in Florida at the 2023 ANS Utility Working Conference were focused on the concept of resilience, the meeting’s theme. The August 9 plenary, which was moderated by UWC general chair Matt Rasmussen, senior vice president of engineering and operations support for the Tennessee Valley Authority, included presentations by Chris Glover, president and chief executive officer of Volkswagen Chattanooga; Petro Kotin, president of Ukraine’s nuclear plant operator Energoatom; and Steve L. Robbins of S. L. Robbins and Associates. The session’s opening remarks were provided by Rep. Byron Donalds (R., Fla.).

Utility Working Conference seeks knowledge managers for Florida meeting

The American Nuclear Society's 2023 Utility Working Conference and Vendor Technology Expo is accepting applications for knowledge managers to work during the meeting. The UWC, which will have a theme of “Building Resiliency in a Rapidly Changing World,” will be held at the JW Marriott Marco Island Beach Resort on Marco Island, Fla., on August 6–9, 2023.

The ANS Operations and Power Division will pay the conference registration fee for up to six knowledge managers, who also will receive three complimentary nights of housing at the Marriott resort.

“We’re Gonna Need a Bigger Boat”

Everyone knows the iconic scene in the classic 1975 movie Jaws when Chief Brody, played by Roy Scheider, is chumming the waters off the coast of Cape Cod and finds himself face-to-face with a 25-foot great white shark for the first time. As you will remember, the scene cuts to Brody shuffling into the boat’s cabin, turning to Quint—the salty captain played by Robert Shaw—and saying rather dryly, “You’re gonna need a bigger boat.”

That image, of someone confronting the true scope of their challenge, is the thing that kept creeping into my mind as I walked the expo floor of the 2022 Utility Working Conference held on Marco Island, Fla., last month.

Yes, the excitement was palpable. The Inflation Reduction Act was cruising toward enactment with $30–40 billion in new nuclear-eligible clean energy tax incentives in its berth. Dow had just announced its intention to partner with X-energy to site a high-temperature gas reactor at one of its Gulf Coast manufacturing facilities.

Collaboration and teamwork are crucial to solving nuclear supply chain challenges

Across the country, supply chain issues continue making the news: price escalation, inflation, logistical delays, scarcity of products and services, obsolescence, risk associated with just-­in-­time inventory, equipment and service quality, and—especially in nuclear—the financial pressures to reduce costs while maintaining our focus on safe, secure, and reliable plant operations.

Unfortunately, these are not new challenges for nuclear supply chain professionals.

In fact, in 2001, the Nuclear Energy Institute formed the Nuclear Supply Chain Strategic Leaders Group (NSCSL) in conjunction with the Institute of Nuclear Power Operations (INPO) and Electric Power Research Institute (EPRI) after an American Nuclear Society Utility Working Conference networking event. The NSCSL is composed of utility supply chain managers and directors and serves as the “community of practice” for these subject matter experts. I am privileged to be an NSCSL participant and an Entergy team member. The NSCSL was designed to be the industry go-­to group for materials and service collaborations and needed supply chain solutions.

Breaking news: Dow, X-energy sign letter of intent for SMR

X-energy and Dow announced today a collaboration with intent to deploy an advanced small modular reactor at one of Dow’s U.S. Gulf Coast facilities. The SMR, which would be operable by about 2030, would provide heat and power to the Dow facility.

The announcement was made at the American Nuclear Society's Utility Working Conference and Vendor Technology Expo (UWC 2022), being held through August 10 at Marco Island, Fla.

Commissioner Caputo to leave NRC on June 30

The Nuclear Regulatory Commission’s Annie Caputo will depart the agency when her term expires at the end of this month, NRC Chairman Christopher Hanson said yesterday. Her departure will leave the five-seat panel with only three commissioners—the minimum number required for it to conduct business—as former chairman Kristine Svinicki resigned in January of this year.

At this writing, Caputo has not announced her post-NRC plans.

Remaining on the commission are two Democrats, Hanson and Jeff Baran, and one Republican, David Wright. President Biden has not named a replacement for either of the vacancies and can choose only one Democrat, since no more than three commissioners can be from the same political party.

Shaping a regulatory framework to support future innovation

Session organizers Amir Afzali and Brandon Chisholm of Southern Company crafted a session titled “Advanced Reactors: Innovation in Nuclear Technology Needs Agile, Efficient, and Predictable Regulatory Framework” in the Regulatory Relations track of the UWC Virtual Summit. The panel discussion was focused on how to enable innovation in a regulated industry to support advanced reactor deployments within 10 years. “The right regulatory framework can enable innovation, and right-sizing the regulatory requirements incentivizes innovation,” Chisholm said during his opening comments.

UWC 2020: A call for transformational change

Bowing to current COVID-19 realities but buoyed by the success of June’s virtual Annual Meeting, ANS event planners returned to the virtual realm for this year’s Utility Working Conference. Originally scheduled for August 9–12 at Marco Island, Fla., the condensed event was held Wednesday, August 11, wherever registrants’ computer devices happened to be located.

In addition to 26 educational sessions and workshops, UWC 2020 featured an opening plenary session titled “Achieving Transformational Change: A leadership discussion,” moderated by Bob Coward, MPR Associates principal officer and ANS past president (2017–2018). Plenary panelists included representatives from three utilities—Arizona Public Service (APS), Exelon, and Xcel Energy—plus the Institute of Nuclear Power Operations (INPO) and the Nuclear Regulatory Commission.
